For Reference Sake: at the peak of my problems these were my network statistics: I apologize for the formatting but if your resolution is high enough or you zoom out in the browser the columns should line up.

as you can see my packet loss and problems occurred between hops 4 and 7
cr01.dallas.tx.ibone.comcast.net [68.86.91.253] and cr2.dlstx.ip.att.net [12.122.195.242] after which the connection would become unrecoverable (at that time) Stateside I had the same problems in both American and International districts. I didn't try forcing a mac address change at that time. So maybe that would have solved my problems... Thanks for your posts.

Back on topic - from home I play on wireless verizon fios, and it's usually been very stable and stays 150-250 ping. Yesterday during a uwsc I completely lost connection without warning, and when I tried to reconnect it kept failing. (Stuck on "Connecting..." on login screen, which I usually never have.) I ended up restarting my pc and when I was done I could log in again, but it kicked me out of my uw group. \: Later the same night I was doing vaettirs and I also lost connection. I X'd out my client instead of using task manager and saved my sin's survivor, though. GWW is also loading very slow for me right now.

So it all about the 64.25.32.x range that is routed into AT&Ts network since not everyone has it it might be that they are changing some of the traffic from some IPs. In this case since I'm sure anet has a peering agreement with AT&T then it's between those parties to fix this.
Which also means there is nothing we can do do.

My I.P. address is 64.25.39.32
NCSoft Technical Support asked that I do a PingPlotter test and send the results to them.
Their response to the PingPlotter test was:
Thank you for sending us the PingPlotter test. The connection route from your system to our servers appears to be quite stable.
This could be caused by incorrect DNS information preventing your system from resolving our servers' hostnames. Please try clearing your DNS cache. To do this, follow these steps:
1. Press and hold the Windows key and press the R key. This should bring up the "Run" dialogue box.
2. In that box, type "cmd" without the quotes, and click the "OK" button. A DOS window should open.
3. Enter the following command below and press enter: ipconfig /flushdns
This should clear your DNS cache. You may need to perform this command a few times.
-----
Before I did the ipconfig, I was able to logon to Guild Wars for several days but then today its stuck at 0% again. Doing the "ipconfig /flushdns" does not help.

Yeah seems like just some "standard answer".
Same as the "stop all processes except MS ones" which is an absolutely terrible idea.

Today, all morning, i was able to connect...
Now i'm with the same problem....stuck at 0% with any character.
I didn't installed/uninstalled nothing....didn't even restarted computer or internet.
I just logged out and after some hours tried to log in again.
I'm from Brazil and my route is way different from anyone here...so i guess it is something about their servers.
Edit: I'm getting 64.25.32.x as well but dont know if before, when i was able to connect, i had the same ip range.

I am on Dial-Up, so not Comcast and Not At&T I was having this issue and I resolved it. It was a modem setup issue dealing with error checking/control.
Here is the interesting thing about that, if I switch it off, I can connect to GW from the GW.EXE file as normal, BUT I cannot do a -image, it sticks at 0%, if I switch the error checking back on, I can do a -image but I cannot log in.
At any rate NO OTHER application on my computer even BLINKS with the error checking/control setting switched on, it just connects as it should. It almost seems to me like there is some sort of error handling going on at one of the hops that is set different than standard and perhaps not playing nicely with some modems trying to connect. I have VERY limited knowledge in this area, but I read a bit online and there was mention of the protocols needing to be the same in order for this option to be useful (for a dial up modem)
I am fine with this temporary solution because I can -image after I make the switch/switch back to play the game. But it is very strange.

Of course it doesn't. As someone who has multiple machines/devices in my house connected to the internet, I'm unable to access the wiki or nc from ANY of these computers/devices. I've already done all I can do on my end, it does not help. I've been out to places with free wifi or just used random wireless routers while out and about and I get the same problem. There is a problem on THEIR end, or the ISP on their end.

Here's an update on my Guild Wars 0% Stuckage Workaround Video:
http://www.youtube.com/watch?v=oQmvvRORz98
Oddly enough it maybe related to the first 1500 payload... Any DSL users here having an issue? I'll have to spend some more time studying the issue late.
NOTE: I was able to recreate the problem *everytime* with 64.25.39.38 (international) zone: Gunnar's Hold.

Just out of the blue, I get this little screen too nowadays when I'm connecting. I did not get it say maybe about a month ago and never had it before that either
Also having trouble with random disconnects that i never had trouble with before and accessing the official sites
Hope they can get to the bottom of this. So many seem to be having trouble.

I'm STILL having random and intermittent error 058/007 problems. In fact, I'm getting repeated error 007's right now when I try to connect to a game server (currently 64.25.39.52). It's getting on to THREE WEEKS now since this started. Every single PingPlotter run I've done has come back with the same message "destination server unreachable" even when I've been able to log on to the game and play.

Me too. Comcast is the isp. Been unable to connect to GW websites for a couple weeks now and the game is really laggy and I have been experiencing d/c's. Wonder if it could be an update to the Norton firewall or IPv6 stuff?
